Simplified admission procedure for Indians at German universities

The Academic Evaluation Center (APS) and the Science Section of the German Embassy in New Delhi have published new regulations for Indian applicants planning to study in Germany from 2025. These will be effective from February 24, 2025. The new feature is that the selection and preparation of applicants will be done through a selection process by the German universities, which means that the language certificate from the German Embassy will no longer be required.

 

The simplified admission procedure is the university's own admission procedure according to state law, the so-called N-procedure. The selection and preparation of the Indian applicants takes place through a language and subject related selection procedure at the respective German university. For this purpose, official representatives of the universities conduct interviews with the applicants - by telephone or video conference - in German or English. They pay particular attention to verifying the identity of the applicants.
 

The interviews are recorded and the selection process is documented. The interview transcripts are submitted to the APS with the application materials. Important: At the time of application, the selection process may not have taken place more than six months previously.
 

The universities submit the names of the applicants to the relevant state ministry. The list of applicants is then forwarded by the ministry to the APS, which assigns a group number to the university, which communicates it to the applicants. After receiving the group number, applicants can register on the APS website and submit their application documents online together with the group number. The APS processing time is approximately four weeks after receipt of all materials.
 

Please note: Applicants in the N procedure will not receive an APS certificate. The APS will notify the participating universities of the outcome of the review.

Indo-German Migration Agreement 

The simplified admission process for Indian students at German universities is the result of the Migration and Mobility Agreement signed between Germany and India on December 5, 2022, which aims to facilitate the migration of qualified professionals, students and trainees between the two countries.
 

This agreement offers significant benefits to young Indian professionals wishing to pursue a Master's or MBA degree in Germany. It promotes student mobility and facilitates access to German educational institutions. With around 30,000 students, Indian students are already the second largest group of international students in Germany. In addition to promoting legal migration, the agreement also aims to combat irregular migration and human trafficking. It includes clear procedures for the identification and repatriation of persons who are required to leave the country.

Digital visa procedures 

Another step towards making it easier for Indian and all other international students and skilled workers to gain access to German universities and the German job market is the digitalization of the visa procedure at German embassies: From January 1, 2025, visa applications can be submitted digitally at all 167 German visa offices worldwide via the foreign portal of the Federal Foreign Office - this also applies to student visas.
